Guam’s position at the center of U.S. Indo-Pacific defense strategy was reaffirmed this week as the House Armed Services Committee advanced its markup of the Fiscal Year 2026 National Defense Authorization Act (NDAA), which includes more than $1.85 billion in proposed military investments for the island. The legislation delivers high-impact provisions championed by Congressman Moylan that would advance major projects focused on power grid stability, military construction, housing, and regional defense infrastructure.

(Washington, D.C) Congressman Moylan and Congresswoman Stacey Plaskett of the U.S. Virgin Islands have introducedH.R.4292—bipartisan legislation to establish a Congressional task force aimed at examining barriers to voting rights and representation for U.S. citizens residing in the territories. The legislation would create a 15-member bipartisan task force composed of members from both the U.S. House of Representatives and Senate.

(Washington, D.C) In direct response to concerns raised by Congressman Moylan, Andersen Air Force Base has implemented new policies aimed at improving access for veterans with service-connected disabilities and their caregivers- most notably extending the validity of guest passes from just 3 days to 30 days. This long-overdue change significantly eases the burden on our veterans by eliminating the need for weekly renewals when accessing the base.

Congressman Moylan has introduced House Resolution 545, formally recognizing War Survivor Remembrance Day in honor of the resilience and sacrifice of Guam’s Greatest Generation who endured the atrocities of war under Japanese occupation during World War II. The resolution designates June 28th as War Survivor Remembrance Day- a day to commemorate the lives lost, honor the strength of those who endured, and reaffirm the nation's commitment to preserving the history and legacy of Guam’s people during wartime.

(Washington, D.C.) Congressman Moylan’s $50 million request in Community Project Funding (CPF) for Guam's Defense Access Roads (DAR) was passed by the U.S. House of Representatives, marking the largest single CPF allocation for roadways awarded to any member of Congress in H.R. 3944, the Military Construction, Veterans Affairs, and Related Agencies Appropriations Act of 2026.

An amendment introduced by Congressman Moylan to advance the establishment of a permanent Veterans Administration Regional Office on Guam was agreed to by voice vote in the U.S. House of Representatives. The provision was included in the FY2025 Military Construction and Veterans Affairs Appropriations Act, which passed the House at 5:10 p.m. on June 25, 2025.
