MOYLAN’S ADVOCACY LEADS TO IMPROVED BASE ACCESS FOR VETERANS
(Washington, D.C) In direct response to concerns raised by Congressman Moylan, Andersen Air Force Base has implemented new policies aimed at improving access for veterans with service-connected disabilities and their caregivers- most notably extending the validity of guest passes from just 3 days to 30 days. This long-overdue change significantly eases the burden on our veterans by eliminating the need for weekly renewals when accessing the base.
After the Congressman’s Office formally reached out to Colonel Charles Cooley, Commander of the 36th Wing, to address ongoing issues with guest pass renewals and veteran access procedures, Andersen AFB confirmed the following changes will take effect July 1, 2025:
Veterans with a Veterans Health Identification Card (VHIC) or VA-issued HEC Form 623A will be granted access to base services, including the Commissary, Exchange, and MWR facilities.
Veterans may be accompanied by up to five individuals per visit in accordance with federal policy.
Guest passes for accompanying individuals will now be valid for 30 days, a significant improvement from the previous 3-day limit, eliminating the need for frequent renewals.
In a letter to Colonel Cooley, Congressman Moylan requested that Andersen AFB expand guest sponsorship eligibility to include all veterans with service-connected disabilities, regardless of percentage rating, and to extend the validity of visitor passes to a monthly or otherwise reasonable interval to ease the burden on elderly or mobility-impaired veterans. The base’s updated policy reflects key aspects of those recommendations and demonstrates a shared commitment to supporting Guam’s veteran community.
