Congressman James Moylan has submitted the following community project funding requests for Fiscal Year 2027:
Guam Memorial Hospital Authority Z-Wing Structural Stabilization and Emergency Access Restoration and Cryogenic Liquid Medical Oxygen Acquisition Project
- Recipient: Guam Memorial Hospital Authority

- Amount: $3,900,000.00
- Justification: For $3.9 million, the project restores structural integrity and brings usable space online at Guam’s only public hospital, enabling the recovery of approximately 10–20 clinical bed spaces by relocating non-clinical functions currently occupying patient care areas. The cryogenic oxygen system project improves patient safety, strengthens hospital surge capacity during infectious disease outbreaks or mass casualty incidents, and ensures continuity of essential healthcare services for Guam’s residents and military population. This project is a strong and efficient use of taxpayer dollars because it completes partially constructed hospital infrastructure rather than funding new construction from the ground up. This maximizes prior investments while minimizing total cost. The project also reopens a critical secondary entrance, improving emergency access, reducing congestion, and strengthening evacuation routes in a typhoon-prone and seismically active region. With engineering and design already complete and local cost-share secured, the project is shovel-ready and low-risk, ensuring timely delivery and strong oversight. By enhancing surge capacity, patient flow, and disaster preparedness at a safety-net hospital serving the entire island, this investment reduces long-term healthcare system strain and emergency response costs. Ultimately this delivers immediate operational gains and durable public safety benefits per federal dollar spent.

Guam Fire Department - Maritime Rescue Response Package

- Justification: This request is designed to support community safety by modernizing maritime rescue operations in Guam through the procurement of a maritime rescue response package. The Guam Fire Department is the primary rescue response agency for all water-related emergencies. Presently, Guam Fire Department has limited and aging resources to respond to water-related emergencies. The current rescue fleet is aging, with noticeable structural fatigue and poses risks to first responders. This project will ensure that the Guam Fire Department possesses modern maritime rescue capabilities necessary to respond to emergencies. It will enhance emergency preparedness and response times and support public safety for residents, tourists, and military personnel operating in Guam's waters.

Northern Region Community Health Center Interior Clinical Expansion Guam Community Health Centers
- Recipient: Department of Public Health and Social Services - Guam Community Health Center (GCHC)

- Justification: The Northern Region Community Health Center in Dededo is the primary access point for healthcare for residents in northern Guam, serving approximately 75 percent of the 8,715 patients seen across the Guam Community Health Center system in 2025 and accounting for a majority of the over 21,000 medical visits provided annually. The Northern Region Community Health Center Interior Clinical Expansion project will expand clinical space within the existing Northern Regional Community Health Center, allowing for increased patient capacity, improved service delivery, and enhanced access to primary and preventative healthcare services. This project will help address healthcare access gaps in the northern region of Guam and improve overall patient outcomes. The project is an appropriate use of taxpayer funds because it will strengthen public health and access to services. The project will increase the number of patients who can be seen each day, reduce appointment wait times, improve same-day access, and strengthen continuity of care, particularly for patients with chronic conditions such as hypertension, diabetes, and asthma. It represents a cost-effective, immediately implementable solution that maximizes existing infrastructure without new construction while positioning the facility for future expansion aligned with community needs.

Dededo and Astumbo Senior Centers Improvement Project

- Justification: The Dededo and Astumbo Senior Centers Improvement Project will fund essential repairs and upgrades to ensure both facilities are safe, functional, and ADA-compliant. Improvements include replacing deteriorated flooring, repairing damaged bathroom ceilings, and upgrading kitchen areas to better serve daily operations. This is a valuable use of taxpayer funds because it preserves existing public infrastructure, prevents more costly future repairs, and directly benefits Guam’s senior population. These centers provide critical services, including meals, social engagement, and community support. Investing in these improvements ensures a safe, accessible environment that promotes the health, dignity, and well-being of seniors while strengthening the community as a whole.

Guam Aquaculture Innovation Center
- Recipient: University of Guam Center for Island Sustainability and Sea Grant

- Justification: Guam remains heavily dependent on imported seafood (90%) despite having strong potential for local aquaculture production. This reliance exposes the island to supply chain disruptions, high costs, and limited food security. These challenges have been increasingly evident in recent years. Local producers, growers, and entrepreneurs face significant barriers to entering and developing the aquaculture sector, including high startup costs, limited access to infrastructure, and a lack of technical training and support. Without targeted intervention, these constraints will continue to limit the growth of a viable local aquaculture industry. The Guam Aquaculture Innovation Center (GAIC) addresses these gaps by providing shared infrastructure, workforce training, and technical assistance that lower barriers to entry and reduce risk for new producers. This project represents a high-value use of taxpayer funds by delivering multiple public benefits. It strengthens food security by increasing local seafood production, reduces long-term reliance on imports, and keeps more economic activity within Guam. It supports job creation, workforce development, and small business growth, particularly in a sector with strong potential for sustainable expansion. Additionally, by promoting environmentally responsible and climate-resilient aquaculture practices, the project helps protect Guam’s natural resources while advancing economic diversification. In the long term, the GAIC will serve as a self-sustaining engine for innovation, entrepreneurship, and regional leadership in aquaculture, ensuring that the initial public investment yields lasting economic, social, and environmental returns for the people of Guam.

Guam Forensic Science Laboratory HVAC Replacement Project

- Justification: This project is an effective use of taxpayer dollars, for it will replace an inefficient system with a more durable and energy efficient one. The system will serve Guam's only accredited forensic laboratory for the next 15-20 years. Continued use of the current infrastructure is not only costly, but also risks operational disruptions, increases backlogs, and has costs on the justice system. The funding will grant safeguards to the preservation of forensic evidence used in prosecutions. Furthermore, this lab is the only U.S. forensic lab in the Western Pacific supporting Guam, the CNMI, and Micronesia. These funds strengthen public safety by ensuring reliable case processing and continued accreditation in the future.

Tagachang Beach Road Safe Walking and Roadway Safety Corridor Project

- Justification: The purpose of this request is to implement a comprehensive pedestrian and roadway safety improvement project along a one-mile corridor connecting the highway to the local beach. This corridor is heavily used by pedestrians, joggers, dog walkers, and school buses but currently lacks critical safety infrastructure, including sidewalks, guardrails, speed control measures, lighting, and emergency communication capabilities. The straight alignment of the roadway encourages higher vehicle speeds, creating a hazardous environment for all users. School buses must perform unsafe multi-point turns, and nighttime visibility is limited, further increasing the risk of accidents. This project is a valuable use of taxpayer funds because it addresses immediate public safety risks and provides long-term community benefits. By constructing ADA-compliant sidewalks, installing guardrails, implementing traffic calming measures, adding solar lighting, security cameras, a school bus roundabout, benches, and high-visibility pedestrian crossings, the project will significantly reduce the likelihood and severity of accidents. Additionally, the installation of a small cellular service tower ensures reliable emergency communication, improving response times in case of incidents. Investing in this project promotes public safety, enhances accessibility for all residents, supports recreational use, and protects students traveling along the corridor. The improvements are designed for durability and sustainability, ensuring that taxpayer dollars create a lasting impact on the community’s safety and quality of life.

Rehabilitation of the Historic Francisco Q. Sanchez School - Phase 2

- Justification: This project is located in the least populated village in Guam. It is a high-value investment in preserving Guam’s historic infrastructure while delivering tangible community benefits, including education, tourism potential, and local economic activity. Historic preservation efforts like the F.Q. Sanchez School site leverage existing assets to create public value and strengthen community growth. Once completed, The F.Q. Sanchez School will be the only operating school in the village of Humåtak. This will ensure that students can learn within their own community rather than facing long commutes that can negatively impact attendance and outcomes. F.Q. Sanchez School creates a functional, community-centered space that can support formal education, but also after-school programs, workforce training, workshops, and public gatherings. This transforms the site into a multi-use space, supporting youth engagement and opportunities for local economic participation through programming and events. By funding rehabilitation now, taxpayers avoid more expensive structural failures later.

Youth Correctional Facility: Security Door Upgrades

Acquisition of Three (3) Ship-to-Shore STS) Gantry Cranes
- Recipient: Port Authority of Guam
- Location: 1026 Cabras Highway, Ste 201, Piti, Guam 96915
- Amount: $60,000,000.00
- Justification: The Port Authority of Guam operates Guam’s only commercial seaport, handling over 90% of imports that sustain approximately 169,000 residents and 113,683 in neighboring Micronesian communities. The port is also vital to U.S. national security, with defense-related cargo accounting for over 30% of throughput, a figure projected to rise with the Indo-Pacific military buildup. Aging cranes pose unacceptable risks. According to the American Association of Port Authorities and Liftech Consultants, STS gantry cranes at strategic ports should maintain 99.9% operational availability; falling below this standard exposes the supply chain to disruption. Guam’s aging and outdated cranes struggle to meet surge demand, undermining resiliency against mechanical failures and typhoons. This project is central to the Port’s modernization roadmap in the 2025 Master Plan Update. According to the Master Plan’s Crane Sensitivity Analysis, the existing three cranes are capable of handling approximately 192,000 containers per year—about 64,000 lifts per crane. With all three cranes in service, berth throughput exceeds forecasted organic and military build-up demand, ensuring readiness for future surge or live-action operations. If one crane is lost and only two remain operational, throughput falls to 128,000 containers annually, creating a shortfall of nearly 60,000 containers per year against peak defense forecasts. This shortfall could delay the military buildup by as much as four years and leave no margin for surge capacity. If two cranes fail and only one remains in service, throughput collapses to just 64,000 containers annually, far below Guam’s baseline organic demand. In this case, the Port would be effectively paralyzed, unable to sustain civilian commerce or support U.S. Indo-Pacific defense logistics. the 2025 Master Plan’s Crane Sensitivity Analysis illustrates the sharp decline in berth throughput when crane availability drops from three to two and then to a single unit.

Guam Forensic DNA Laboratory Operational Implementation

- Justification: This project is a cost-effective use of taxpayer dollars that maximizes prior federal and local investments. Once operational, the DNA laboratory will significantly enhance Guam’s forensic capabilities by allowing DNA evidence to be processed locally. This will reduce turnaround times from months to weeks, support earlier investigative leads, and improve the efficiency of criminal investigations. The establishment of a fully operational DNA laboratory will strengthen Guam’s criminal justice system by allowing biological evidence collected during investigations to be analyzed locally, reducing reliance on off-island laboratories, and supporting the timely administration of justice. Over time, this capability will allow DNA analysis to become a proactive investigative resource that supports more efficient case resolution, strengthens prosecutorial outcomes, and improves justice for victims throughout the Territory of Guam. The Guam Police Department serves as the primary law enforcement agency for the Territory of Guam, with jurisdiction across the island except for areas managed by the Port Authority of Guam, the Guam International Airport Authority, and U.S. military installations. In addition to supporting criminal investigations within Guam, the Bureau also functions as a regional forensic resource for law enforcement agencies in the Western Pacific, providing forensic support to neighboring island jurisdictions including the Commonwealth of the Northern Mariana Islands (CNMI), the Federated States of Micronesia (FSM), and the Republic of Palau.

Guam Fire Department Inland Rescue Response Package
- Recipient: Guam Fire Department

- Justification: The GFD is responsible for providing emergency rescue services across the entire island, including incidents that occur in remote and difficult-to-access locations. These operations often require specialized equipment to reach individuals who are lost, injured, stranded, or otherwise unable to safely exit hazardous environments. On average, the GFD responds to over 50 missions of this type each year. In many situations, responders must deploy technical rescue tactics with techniques congruent with transporting lifesaving medical equipment across long distances before patient care begins. Without adequate specialized equipment, these operations require unnecessary additional time and personnel, increasing the risks associated with time-sensitive emergencies. The department’s current inland rescue resources are limited, over 10 years old, and have experienced significant operational use over time. As Guam’s population grows as a result of the Defense Posture Review Initiative and recreational use of hiking trails, coastal areas, and outdoor locations continues to increase, the demand for inland rescue operations is rising. Modern off-road rescue vehicles and updated rope rescue systems are essential to improving operational readiness and ensuring responders have the tools necessary to safely conduct rescue operations in complex environments. Investing in these capabilities will strengthen the department’s ability to deliver timely and effective emergency response services throughout Guam to residents and military populations.

Guam Customs & Quarantine Agency, Port of Entry Facilities, Guam
- Recipient: Guam Customs and Quarantine Agency (CQA)
- Location: 770 East Sunset Boulevard Suite 240, Tiyan, Guam 96913

- Justification: (CQA) serves as the frontline of agricultural protection for the Territory of Guam and, by extension, the United States. The proposed project will equip CQA with two (2) mobile and one (1) stationary X-ray scanning assets; a mobile trailer for the quick and safe transport of detector canines; replacement of outdated computer hardware and software; and CCTV monitoring cross border trade activities at our airport and seaport. These assets are vital for expanding CQA’s ability for risk mitigation, identification, mitigation, and responding to plant and animal disease threats, quarantine violations, biosecurity incidents, and invasive species interdictions in hard-to-reach areas. CQA currently lacks the operational agility and infrastructure to deploy rapidly across Guam’s rugged terrain and coastal zones. The absence of mobile and maritime enforcement platforms has impaired effective inspection of incoming agricultural goods from unregulated and undermanned areas at our points of entry. This project directly addresses these gaps, enhancing border biosecurity, rural customs enforcement, and emergency response capability.

TaTuHa Road Repairs

- Justification: The Municipality of Tamuning-Tumon-Harmon is one of Guam's most active economic and tourism corridors. The TaTuHa Road Repairs project will address critical infrastructure needs by improving roadway and drainage conditions, enhancing safety for all motorists and pedestrians, and reducing vehicle damage that may occur from current roadway conditions. This project is a valuable use of taxpayer funds because it will improve local road infrastructure and streetscapes in secondary and tertiary roads in Tumon. These roads connect both residential and commercial areas with primary roads, enhancing safety, economic activity, and community development initiatives.

Restoration and Modernization of the Yigo Senior Citizens Center

- Justification: The Yigo Senior Citizens Center is the only dedicated senior facility serving the municipality of Yigo, the second largest village in Guam. It provides essential services to senior citizens, social engagement opportunities, and emergency refuge during natural disasters Super-typhoon Mawar caused extensive damage including roofing compromise, water intrusion, electrical system impairment, mold growth, and deterioration of interior spaces. These conditions have made portions of the facility unsafe for senior citizens and the community use. Because no repairs have been completed since 2023, the building continues to degrade, further limiting program capacity and posing serious health and safety risks to senior participants and staff. Failure to restore this center threatens the well-being, independence, and dignity of hundreds of older adults who depend on accessible community-based services. Completing the restoration now minimizes long-term expenditures and preserves a public asset before it declines beyond repair. This also represents a cost-effective approach since restoration will require less resources than new construction. Investing taxpayer funds in this project is a responsible, high-impact use of public resources because it will protect the health and safety of senior citizens, restore essential community services, and strengthen community resilience during future disasters. Addressing these hazards is essential to safeguard the well-being of one of Guam’s most vulnerable populations. Without repairs, hundreds of older adults risk losing access to programs that support independence, nutrition, health, and quality of life. The project includes upgrades such as typhoon-rated windows, strengthened roofing, improved drainage, and a backup generator system—all of which improve the building’s ability to serve as an emergency refuge during natural disasters. These resilience improvements reduce long-term repair costs and improve public safety.

Cybersecurity and Data Science Center Architectural & Engineering (A&E) Planning and Design

- Justification: The University of Guam is a public land-grant institution in Mangilao, Guam, and serves as the primary center of higher education for Guam along with the broader Micronesian region. UOG has a strong history of federal STEM capacity building awards, all of which exhibit UOG’s comprehensive mission and capacity to support federally aligned initiatives. Strategically located in a U.S. territory in the Indo-Pacific region, UOG is uniquely positioned to support federal priorities in cybersecurity, data science, artificial intelligence, and national security. Its regional reach, existing STEM capacity, and experience managing federally funded programs make UOG a capable and appropriate recipient for an Architecture and Engineering (A&E) project to design a Regional Cybersecurity and Data Science Center. This project is consistent with the University’s mission and strengthens Guam’s long-term infrastructure readiness for future federal investment. The proposed facility will serve as a secure, resilient, and future-proof hub for cybersecurity and data science capacity in Guam and the wider Micronesian region. Strategically located in a U.S. territory in the Indo-Pacific, the Center will be designed to meet the specialized technical demands of secure computing, high-performance data systems, and disaster-resilient infrastructure, in line with federal priorities in national security, critical infrastructure protection, and workforce readiness. In addition, America’s AI Action Plan, outlines actions related to artificial intelligence to position the United States at the forefront of emerging technologies, including acceleration of the adoption of AI by the U.S. workforce, investment in AI-enabled science and research, using AI to strengthen cybersecurity and critical infrastructure security, and training a skilled workforce for AI infrastructure. The proposed facility will help Guam respond to the AI Action Plan, strengthening America’s posture in the Indo-Pacific.

Youth Correctional Facility Operation: Safe Passage

- Justification: The Department of Youth Affairs (DYA) is submitting this proposal, Youth Correctional Facility Operation: Safe Passage, for funding consideration under the priority areas of Commerce, Justice, Science, and Related Agencies to address the critical need for a reliable fleet of vehicles to support re-entry, as youth transition out of the Youth Correctional Facility and return to their communities on island. The island’s juvenile justice system is comprised of the police, juvenile courts, the Attorney General’s Family Division and the Department of Youth Affairs’ Youth Correctional Facility (YCF) and youth resource centers. Supporting youth as they leave the Youth Correctional Facility is essential to maintaining their overall wellness in order for them to be successful in their communities.

PDI: Defense Access Roads III

Mobile Shower Unit for Unhoused Individuals

- Justification: The establishment of a mobile and laundry facility would greatly enhance the efforts of the Department of Public Health and Social Services (DPHSS) and the Division of Homelessness Prevention. This initiative would offer indispensable support to individuals and families seeking assistance, while also addressing the challenges of poverty and our island. Strengthening DPHSS’s capabilities is crucial in our fight against homelessness. Guam’s unhoused individuals struggle to access basic hygiene facilities. Without access to showers, individuals often experience negative health outcomes, social stigma, and a diminished sense of dignity. The lack of hygiene resources is a significant barrier to overcoming homelessness, connecting with others and reentering stable living conditions. The proposed mobile shower unit will provide a vital service for an unmet need, thus promoting better physical and mental health for those without consistent access to this amenity. Many unhoused individuals also experience social separation due to clothing appearance. Providing laundry capabilities would prolong the life of their attire and increase their sense of dignity.

The requested equipment will strengthen multiple aspects of patient care and safety, including improved surgical capacity, patient safety, enhanced bedside care and patient comfort across inpatient units, reduced infection risks through decreased catheterization, improved diagnostic capability for clinicians, strengthened newborn safety and maternity ward security, and improved hospital readiness during disasters and public health emergencies These investments will help ensure that GMHA can continue to provide safe, high-quality healthcare services to the residents of Guam and the broader Pacific region as well as military service members and their families. The project is an appropriate use of taxpayer funds because Guam Memorial Hospital is the island's only public hospital and provides essential emergency, inpatient, surgical, and maternal care services to the community and military populations.
