Community Project Funding Requests
Congressman James Moylan has submitted the following community project funding requests for Fiscal Year 2026:
Port Authority of Guam “Strengthening Supply Chain With New Cranes Project”
- Recipient: Port Authority of Guam

- Amount: $59,669,434
- Justification:
- The acquisition of new STS gantry cranes are critical replacements for aging equipment originally manufactured in 1983 and 1984, and later acquired secondhand in 2009. These units are at the end of their useful life, resulting in periodic mechanical breakdowns that have translated into increased maintenance costs. The PAG’s workforce efficiency and aggressive maintenance plan have been instrumental in reducing operational failures and down time that have threatened cargo throughput capacity and operational reliability for both commercial and defense missions.

Hagatna (GU) Guam Fire Department Vehicle and Equipment

- Justification:
- The Guam Fire Department (GFD) is the primary all-hazards emergency response organization on the island of Guam. Firefighting and the protection of life, property, and the environment is the principal mission of the Guam Fire Department. Impacted by the Covid-19 Pandemic and Typhoon Mawar, the Guam Fire Department has had to prioritize its funding to other areas, making the expectations of modern vehicles and equipment extremely difficult. Wildland firefighting adds additional concerns that are not considered with structural firefighting. Shorter response times are key to improvements in recovery or survival in serious medical emergencies or severe trauma, having an adequate number of ambulances in service and available for dedicated wildland fire support, is essential to GFD's life-saving mission. Due to the lack of wildland equipment on-board our fire trucks, units have resorted to using structural firefighting appliances for wildland fire applications. With the addition of wildland-specific equipment, GFD firefighters will be able to respond more quickly and efficiently, while also keeping structural firefighting equipment safe from damage and available for their intended purposes. Tanker Trucks would support GFD’s top priority: public safety. As the island’s all-hazards response agency, this project will assist the GFD’s mission of responding to and mitigating wildland fires in the territory of Guam. The project also ensures the GFD can more effectively respond to environmental emergencies that occur amidst natural disasters. The Guam Fire Department must be equipped with specialized firefighting apparatus to address these challenges.

Tiyan (GU) Guam Customs and Quarantine Integrated Emergency Response and Command System

- Location: E. Sunset Boulevard Guam Integrated Air Cargo Facility, Suite 250, Tiyan, Guam, 96913
- Amount: $2,000,545
- Justification:
- Guam Customs and Quarantine Agency (CQA) serves as the frontline of agricultural protection for the Territory of Guam and, by extension, the United States. The proposed project will equip CQA with a Mobile Command Center, enforcement SUVs, a lifeboat, upgraded IT infrastructure, canine enforcement trailers, sUAS and underwater drones, and two-way radios to support rural and coastal enforcement. These assets are vital for expanding CQA’s ability to respond to plant and animal disease threats, quarantine violations, biosecurity incidents, and invasive species interdictions in hard-to-reach areas. CQA currently lacks the operational agility and infrastructure to deploy rapidly across Guam’s rugged terrain and coastal zones. The absence of mobile and maritime enforcement platforms has impaired effective inspection of incoming agricultural goods from unregulated and unmanned points of entry. This project directly addresses these gaps, enhancing border biosecurity, rural customs enforcement, and emergency response capability.

Tiyan (GU) Guam Customs and Quarantine Agency Inspection Equipment
- Recipient: Guam Customs and Quarantine Agency
- Location: E. Sunset Boulevard Guam Integrated Air Cargo Facility, Suite 250, Tiyan, Guam, 96913
- Amount: $2,050,000
- Justification:
- Guam Customs and Quarantine Agency (CQA) plays a critical homeland security role as the primary enforcement entity at all ports of entry in the Territory of Guam. This project will fund the procurement and installation of fixed and mobile X-ray scanners, body imaging systems, closed-circuit television (CCTV) surveillance, and air cargo scanning equipment. These advanced technologies are critical for preventing narcotics, contraband, firearms, and other illegal items from entering Guam and the U.S. mainland. Investing in this project will significantly upgrade Guam’s customs enforcement capabilities and bring CQA closer to compliance with federal homeland security expectations.

DEFENSE ACCESS ROADS III
- Recipient: Department of Defense/ Military Construction
- Location: Guam Highway 1 (Marine Corps Drive)
- Amount: $50,000,000
- Justification:
- If this project is not provided, there will be an increased rate of deterioration of the roads, bridges and utilities, with high risk of failure. In some situations, (i.e. failed cross culvert) a failure could render the road impassable. If a bridge were to catastrophically collapse or a culvert/utility were to collapse, injury, major property damage, and even death could occur. A collapsed bridge or a collapsed culvert/utility would disrupt the roadway network and cause significant inconvenience and economic impact to Guam, and greatly impact military operations for those who rely on Routes 1 and 3. Additionally, emergency services could be significantly impacted as detours of up to 35 miles would be required for some of the areas on Route 1. Furthermore, the level of service of traffic traversing through the Potts Junction intersection will be significantly degraded. The increased level of congestion is not acceptable and will contribute negatively to the successful completion of the new mission facilities required to support the relocation of Marines from Okinawa to Guam.

Tiyan/Barrigada (GU) Guam Police Department Specialized Vehicles

- Amount: $1,267,000
- Justification:
- Considering escalating regional threats, increasing criminal activity, and logistical challenges unique to Guam’s geographic isolation, this project seeks targeted investments to strengthen GPD’s operational readiness and disaster response capacity. Specifically, the proposal requests funding to acquire four (4) specialized vehicles that address key priority areas: disaster planning and response, emergency preparedness, and capacity building. These include a Mobile Command Station (MCS), a Tactical Armored Vehicle, and two evidence control vehicles, a flatbed tow truck and a forklift, to significantly enhance incident management, personnel safety, and forensic logistics across the island.

Chalan Pago-Ordot Multipurpose/Emergency Center

- Justification:
- The Chalan Pago-Ordot Multipurpose/Emergency Center is a critical infrastructure project designed to serve as both a safe emergency shelter and a community recreational facility. This project addresses the immediate and long-term needs of the Chalan Pago-Ordot community, providing vital support during crises while also offering recreational spaces that promote wellness and community engagement.

Guam Department of Public Works Infrastructure Resilience: Flood Prevention and Public Safety
- Recipient: Guam Department of Public Works
- Location: 542 North Marine Corps Drive, Tamuning, Guam, 96913
- Amount: $1,351,500
- Justification:
- This project seeks funding support for the acquisition of three critical pieces of specialized equipment: a High Velocity Vacuum Jetter Truck, a Large Water Tanker, and a Fuel Tanker. These assets will be integrated into DPW’s core maintenance and emergency response operations to enhance infrastructure resilience and disaster preparedness. Currently, no alternative funding source has been identified to support the proposed activities. Federal funding is essential to enable the timely procurement, training, and deployment necessary to safeguard public infrastructure and community safety.

Tiyan/ Barrigada (GU) Guam Police Department Patrol Vehicles

- Justification:
- The proposed project aims to address the critical need for acquiring marked police patrol vehicles to strengthen the GPD's response capabilities and overall public safety efforts. By augmenting its marked vehicle fleet, the GPD will ensure a more reliable and efficient response to daily safety and emergency incidents, mitigating potential shortcomings and enhancing community safety. Committee has the opportunity with this project to vastly improve Guam's law enforcement apparatus.

Chalan Pago (GU) WestCare Housing for the Homeless
- Recipient: WestCare Pacific Islands

- Amount: $1,800,000
- Justification:
- The project is an appropriate use of taxpayer funds because it would serve to reduce the rampant homeless population on Guam. In doing so, this also serves to address drug problems amongst the homeless population on island, and gives them a better chance at reintegration into society and the workforce, benefiting our island economy.

Tamuning (GU) Todu Guam Foundation Health and Wellness Center- Phase 1
- Recipient: Todu Guam Foundation

- Justification:
- This request is a valuable use of taxpayer funds as it will fund a private, non-profit organization that will provide critical health care on Guam and fill a major gap in the island's current health care availability. Without Todu, residents on island are funneled to one of two community health clinics or the aging and decrepit Guam Memorial Hospital. Guam desperately needs more health care providers and Todu is willing to stand in the gap and provide that.

Tamuning (GU) Guam Memorial Hospital Medical Transport and Equipment Acquisition Project
- Recipient: Guam Memorial Hospital
- Location: 850 Governor Carlos G. Camacho Rd., Tamuning, Guam, 96913
- Amount: $1,993,772.40
- Justification:
- Guam Memorial Hospital Authority (GMHA), the only public acute care hospital in the U.S. territory of Guam, respectfully critical non-emergency medical transport and essential life-saving medical equipment. This investment will enhance emergency response capabilities, inter-facility transfers, and continuity of care across both the acute care hospital and the affiliated Skilled Nursing Facility (SNF) in this medically underserved and geographically remote U.S. jurisdiction. The requested funds will support the acquisition of 88 new hospital beds, 9 defibrillators, and 1 non-emergency medical transport vehicle. These assets will replace aging, malfunctioning equipment that currently compromises patient safety and impedes operational efficiency.

Guam Department of Public Health and Social Services Biohazard Facilities and Response Modernization

- Justification:
- This project aims to modernize Guam's public health infrastructure by upgrading biohazard response facilities, early detection and surveillance systems, diagnostic testing, and communication platforms. These improvements will allow the Guam Department of Public Health and Social Services to identify and respond to biological threats more quickly and effectively, improving emergency coordination, accelerating treatment, and strengthening overall community resilience. Ultimately, the project enhances Guam’s ability to prevent, prepare for, respond to, and recover from public health emergencies.

Youth Correctional Facility “Wheels For Wellness”

- Amount: $741,092
- Justification:
- The proposed budget of $741,092.00 supports the acquisition and implementation of a fleet of vehicles to support the critical infrastructure necessary to sustain the supportive environment and re-entry strategies necessary for transitional youth to maintain wellness and live crime-free. Through strategic investment and collaboration, the project improves youth chances for success and the island’s response to delinquency and crime prevention, ensuring a safer community for all Guam residents.

Guam Department of Public Health and Social Services Modernized System for Division of Children's Wellness
- Recipient: Guam Department of Public Health and Social Services

- Justification:
- This request proposes a modernized, cloud-based system for the Division of Children’s Wellness (DCW) to improve service delivery, case management, and communication. The system will centralize information for children, families, and providers, allowing secure access to case histories, applications, and documents. Key features include automated workflows, real-time updates, and referral matching to help families quickly access the services they need. Providers and staff will benefit from streamlined tools for payments, licensing, quality tracking, and data analytics. The system will reduce administrative burden, increase transparency, and support more responsive, personalized care- ultimately leading to better outcomes for children and families.
