Provisions introduced by Congressman Moylan to boost Guam’s economy with better compensation for locals, higher rates of per diem, and private sector investment have cleared a key hurdle in Congress. As part of the Fiscal Year 2026 National Defense Authorization Act (NDAA), the House Armed Services Committee advanced a series of amendments authored by the Congressman to better support Guam’s workforce and give local businesses more opportunity to compete in defense-related projects.
(Washington, D.C) In direct response to concerns raised by Congressman Moylan, Andersen Air Force Base has implemented new policies aimed at improving access for veterans with service-connected disabilities and their caregivers- most notably extending the validity of guest passes from just 3 days to 30 days. This long-overdue change significantly eases the burden on our veterans by eliminating the need for weekly renewals when accessing the base.

An amendment introduced by Congressman Moylan to advance the establishment of a permanent Veterans Administration Regional Office on Guam was agreed to by voice vote in the U.S. House of Representatives. The provision was included in the FY2025 Military Construction and Veterans Affairs Appropriations Act, which passed the House at 5:10 p.m. on June 25, 2025.

(Hagatna, Guam) Congressman Moylan is pleased to announce that the renovation of the Community Based Outpatient Clinic (CBOC) Annex located next to Guam Regional Medical City (GRMC) has officially begun. This significant project is expected to enhance the CBOC’s footprint on Guam and streamline access to vital VA medical services for veterans residing in the northern part of the island.
(Washington, D.C.) Today, the House of Representatives has unanimously passed H.R. 877, The Deliver for Veterans Act. The legislation is a critical step towards ensuring that veterans in remote areas, such as Guam, have better access to adaptive vehicles through the Department of Veterans Affairs' program.
