(Hagåtña, Guam) On June 16th, 2025 Congressman Moylan met with Senator Therese Terlaje and members of the Pacific Association for Radiation Survivors (PARS) to discuss the Senate Judiciary Committee’s latest reconciliation proposal, which reauthorizes the Radiation Exposure Compensation Act (RECA) but once again excludes Guam.
(Hagåtña, Guam) On June 17, 2025, Congressman Moylan met with FEMA Region 9 Administrator Robert Fenton to discuss federal assistance for Guam. Fenton noted that FEMA is still waiting for the Guam Department of Education to sign documents needed to access about $20 million in federal disaster aid for recovery from Typhoon Mawar.
(Hagåtña, Guam) I want to address recent concerns regarding my proposal to relocate the Manila VA Regional Office. First, there has been some confusion about where the office will be relocated. To be clear, my proposal is to move the Manila VA Regional Office to Guam to ensure our veterans can get enhanced, immediate assistance in submitting disability claims, scheduling of Compensation & Pension (C&P) exams, and for some, filing for Dependency & Indemnity Compensation (DIC) benefits.

(Washington, D.C.) On May 23, 2025, Congressman Moylan submitted hundreds of appropriations requests for Fiscal Year 2026. He aims to preserve and strengthen federal funding for our island, which makes up approximately 26.02% of the Government of Guam’s operating revenues. These more than 400 requests were made in response to the proposed budget cuts made by President Trump earlier this month.

The U.S. House of Representatives has passed H.R. 1, the “One Big Beautiful Bill Act,” and I want to make it clear: this legislation does not cut Medicaid or Medicare benefits for the residents of Guam. After a thorough review, the legislation maintains Guam’s existing funding levels, protects eligibility for services, and confirms that migrants under the Compacts of Free Association (COFA) will continue receiving comprehensive health coverage.
