CONGRESSMAN MOYLAN URGES GDOE TO WORK WITH FEMA TO SECURE VITAL FUNDING

June 17, 2025

(Hagåtña, Guam) On June 17, 2025, Congressman Moylan met with FEMA Region 9 Administrator Robert Fenton to discuss federal assistance for Guam. Fenton noted that FEMA is still waiting for the Guam Department of Education to sign documents needed to access about $20 million in federal disaster aid for recovery from Typhoon Mawar.

During the meeting, it was highlighted that this funding will provide a temporary building to GDOE while the construction of Simon Sanchez is underway. “It was alarming to hear that his funding has not yet been fully accessed due to pending administrative requirements from GDOE,” Congressman Moylan opened. “We’ve seen firsthand how delays in deploying federal funds, like ARP allocations, can lead to missed opportunities. We cannot continue to sit idly and put Guam at risk in accessing available federal funds.”

Fenton informed Congressman Moylan that he has not set a deadline for the Guam Department of Education (GDOE), but he emphasized his willingness to support them. “I was relieved to hear that Administrator Fenton decided not to impose a deadline on GDOE. However, I urge GDOE to take prompt action to submit the necessary documents so they can secure this vital funding.” Congressman Moylan added.

As a member of the House Committee on Education and Workforce, Congressman Moylan emphasized the urgent need to restore learning environments for students in Guam. “Our students are already facing significant challenges with double sessions. Securing this essential funding will help alleviate these issues by providing a temporary building. Our students deserve better!” Congressman Moylan concluded.

Congressman Moylan’s office stands ready to assist in facilitating further coordination between GDOE and FEMA as needed to ensure that students, teachers, and families see progress without further delay.
