DELEGATE MOYLAN SUBMITS REPORT LANGUAGE TO THE HOUSE APPROPRIATIONS DEFENSE SUBCOMMITTEE
(Washington, D.C.) A recent report from the Government Accountability Office (GAO), released on May 22, 2025, emphasized the importance of the Army developing a long-term strategy to advocate for construction priorities and installation support to avoid further delays. Additionally, the report calls for a well-defined sustainment strategy, a clear outline of personnel requirements, and effective facility planning.
In light of this report, Congressman Moylan has submitted requests for reporting language to the House Appropriations Defense Subcommittee. These requests will direct the Department of Defense (DOD) to take the necessary steps outlined by the GAO report to ensure the Guam Defense System (GDS) is fully supported. “I have always been clear that the safety and security of our island remains one of my top priorities. I am confident that Chairman Mike Rogers will continue to work with me in ensuring that GDS will remain on the House Armed Services Committee’s priority list.”Congressman Moylan stated.
In addition, the report highlights potential impacts of the GDS on Guam’s resources, with local power being one of the primary concerns. Congressman Moylan has been collaborating closely with the Guam Power Authority (GPA) to advocate for increased cooperation between the Department of Defense (DOD) and GPA.“I want to thank General Manager Benavente and Assistant General Manager Limtiaco for keeping my office informed about Guam’s energy needs during this military build-up and for their advocacy to enhance energy resilience for our island,”Congressman Moylan stated. “By working together, we can identify potential partnerships between DOD and GPA that will benefit residents both inside and outside the fence.”
The GAO’s findings underscore the importance of building not just the physical systems to defend Guam, but also the operational framework to sustain them. Congressman Moylan expressed confidence that his request directing DOD to submit a report will move Guam closer to a fully supported and secure defense framework, stating: “The timelines and requirements prescribed in my requests are essential steps toward building a fully operational and robust missile defense system for our island. By working together across agencies and with our congressional partners, we can ensure Guam remains protected and prepared for the future.”
