(Hagatna, Guam) Delegate James Moylan is pleased and humbled to share that the Department of the Navy has approved his request to dedicate the Command Suite at the Naval Hospital Guam to honor the late Dr. Ralph Guerrero Sablan, MD. Dr. Sablan sadly passed away on April 2, 2024.

(Washington, D.C.) Delegate James Moylan is happy to share that the National Telecommunication and Information Administration (NTIA) will be obligating $155,581,733 to the Government of Guam under the Broadband Equity, Access, and Deployment (BEAD) Program to address several critical needs to improve communications infrastructure. The BEAD Program is authorized under the Bipartisan Infrastructure Law.

(Hagatna, Guam) With the intent of seeking subsidies to help reduce the fares for flights between Guam and the CNMI, Delegate James Moylan introduced legislation to add the route between the two territories as part of the Essential Air Service (EAS) program. The EAS is a federal grant program created by Congress and administered by the Department of Transportation which would ensure small rural communities are still receiving air services.

(Hagatna, Guam) A short-term resolution is being finalized to address the challenges passengers who fly from Guam through Hawaii, and on to one of the contiguous states face. Delegate James Moylan held a discussion with representatives from theTransportation Security Administration (TSA) to follow up on a discussion he had with TSA Administrator David Pekoske earlier this year regarding the baggage issue in the Honolulu Airport.

(Hagatna, Guam) The Office of Delegate James Moylan is happy to announce that the first set of applications for the United States Department of Agriculture’s (USDA) Section 504 Program have been approved, and that awardees shall be contacted by USDA’s office to coordinate the collection of their checks. The initial batch includes 10 applications with a total of $307,035 in grants and loans ($150,000 in grants and $157,035 in loans, to be specific).

DELEGATE MOYLAN ANNOUNCES NEARLY $500,000 IN GRANTS FOR THE DEPARTMENT OF AGRICULTURE

(Hagatna, Guam) Delegate James Moylan would like to announce that the Guam Department of Agriculture's Division of Aquatic and Wildlife Resources was awarded nearly $500,000 as part of the Fish and Wildlife Service (FWS) Competitive State Wildfire Grants program. This cycle, the FWS is awarding more than $7.4 million in grants to 15 selected proposals from a larger national pool of applications.

DELEGATES MOYLAN AND SABLAN INTRODUCE LEGISLATION FOR AN AIRLINE CABOTAGE EXEMPTION

With the intent of lowering airfare costs, Delegate James Moylan introduced H.R. 8786, which would provide a special cabotage exemption for foreign carriers seeking to fly from Guam to another U.S. Port. This would allow for competition for certain routes, which in turn should lead to more competitive pricing which ultimately benefits the consumers. Delegate Gregorio "Kilili" Sablan of the CNMI is the Democrat co-lead for the legislation.
