MOYLAN, GOVERNOR URGE FEDERAL ACTION TO SUPPORT GUAM AMID MISSILE DEFENSE PROJECT
(Washington, D.C.)—Congressman Moylan, together with Governor Leon Guerrero, has sent a joint letter to the Department of War (formerly the Department of Defense) urging the convening of an Economic Adjustment Committee (EAC) following the recently finalized Record of Decision for the Enhanced Integrated Air and Missile Defense (EIAMD) project on Guam. The EIAMD is a new missile defense system designed to protect Guam and the broader Indo-Pacific region against advanced threats.
The request builds on language Congressman Moylan secured in the National Defense Authorization Act (NDAA) directing a feasibility study on the need for an EAC. He stressed that Guam must not shoulder the impacts of this unprecedented military buildup without strong federal coordination.
“From day one, I have supported the military buildup on Guam — but it must be done the right way, with the well-being of our people front and center,” said Congressman Moylan. “The Record of Decision makes clear the scale of the challenges ahead. Convening the EAC is essential to ensure federal agencies work together to protect our island’s resources and quality of life.”
The EAC, composed of representatives from across federal agencies, would coordinate directly with local leaders to address infrastructure, environmental, and community service needs tied to the EIAMD project. The committee would ensure that the buildup aligns with the needs and the interests of the people of Guam.
Moylan emphasized that Guam cannot be left to manage the consequences of this historic project on its own and that federal partners must be held accountable for supporting the island as the EIAMD moves forward. “This is about accountability and foresight. We welcome the mission, but we also demand that Guam’s needs are not an afterthought,” Moylan concluded.
