STATEMENT: CONGRESSMAN MOYLAN ON THE PASSAGE OF H.R. 1
(Washington, D.C.) Congress has officially passed H.R. 1—a broad legislative package shaped over months of negotiation in both the U.S. House of Representatives and the Senate. At close to 900 pages, the bill now heads to the President’s desk for final signature into law. The measure covers a wide range of federal priorities, with provisions touching on everything from defense and infrastructure to healthcare and tax policy.
My office is preparing a comprehensive, in-depth report on H.R. 1 to inform the public of its full implications for Guam. We are working with the Congressional Research Service (CRS) to conduct this analysis and will release a full report once finalized. This includes a closer look at the bill’s tax provisions, which requires special attention due to the complexity of Guam’s mirror-code tax system—a unique framework that governs how certain federal tax laws are mirrored and implemented on island.
Additionally, as national defense remains a top priority, we are closely reviewing provisions related to military readiness. Guam continues to play a critical role in the Indo-Pacific, and the security of our island, including the development of the missile defense system, is directly tied to broader national security objectives. We are focused on ensuring that federal investments in defense infrastructure not only strengthen our nation's posture, but also safeguard our community here at home.
The passage of H.R. 1 presents an opportunity—a chance to strengthen accountability, ensure greater transparency in how federal funds are used, and eliminate waste, fraud, and abuse. These are principles I will continue to champion both in our nation’s capitol and right at home.
