Statement on President Trump's Executive Order "Restoring America's Maritime Dominance"

April 18, 2025

(Washington D.C.) President Trump's recent Executive Order, "Restoring America's Maritime Dominance," has created significant opportunities for Guam. The order outlines the launch of a Maritime Security Trust Fund and the establishment of a Shipbuilding Financial Incentives Program, along with Maritime Prosperity Zones. These initiatives will enable Guam to play a pivotal role in the development of the Maritime Action Plan (MAP) and cement its position as the tip of the spear.

We are excited to see the Trump administration prioritizing America’s maritime dominance. In light of the rising threats from foreign adversaries in the Indo-Pacific region, safeguarding Guam is my foremost concern. I am committed to taking decisive actions to ensure that Guam is strategically positioned to fully leverage the initiatives established in the Executive Order.

In the next 210 days, the National Security Advisor will actively develop and submit a Maritime Action Plan (MAP) to the President. We will ensure that Guam is not only prioritized but is also a central focus in the discussions and decision-making processes related to the MAP, particularly concerning the Indo-Pacific region. Moreover, we will strategically leverage our position within the House Armed Services Committee (HASC) and rally support from our allies and friends in Congress to champion the cause of Guam’s strategic importance.

The opportunities presented by President Trump's Executive Order are pivotal for Guam. I am fully committed to ensuring that Guam maximizes its potential as a key player in America's maritime dominance. I will relentlessly pursue every avenue to secure our position in the Maritime Action Plan and drive economic prosperity for Guam through strategic initiatives such as the Shipbuilding Financial Incentives Program.

With the implementation of President Trump's Executive Order, Guam stands poised to seize newfound opportunities and establish itself as a critical participant in America's maritime and economic strategies.
