STATEMENT FROM DELEGATE JAMES MOYLAN:

“WEBINAR ON DCIP GRANTS WAS SUCCESSFUL”

I would like to thank the Office of Local Defense Community Cooperation (OLDCC), which is part of the Department of Defense, for their efforts in conducting a webinar with government of Guam offices this morning to promote their Defense Community Infrastructure Program (DCIP) grants. The educational campaign, which came at our office’s request, and was attended by ten government entities, would provide opportunities to improve public infrastructure on Guam, which ties into supporting the military installations in their objectives of being mission ready. In essence, with the unique situation on island, this could mean just about anything.

The grants range from $250,000 to $2 million, and because Guam is considered a rural location, matching costs could be waived. These are competitive programs, and the Notice of Funding Opportunity will be issued in the coming months, providing entities ample time to prepare their bids and priorities. With $100 million in possible funding for 2024, several projects to harden some infrastructure for our electric grid or water, to improve roads, or even address other pressing needs, could be a reality.

Our office stands ready to support those applying for these grants with congressional letters of support, and we will continue to seek out other programs to help bring in more federal dollars to Guam. This will not only infuse funds into our economy, but also allow for an improvement of our infrastructure and services. We also look forward to working with the OLDCC to identify alternative ways to assist government entities in the IndoPacific region. The work is far from over.
