MOYLAN SECURES THREE KEY AMENDMENTS IN HOUSE FOREIGN AFFAIRS COMMITTEE MARKUP OF STATE DEPARTMENT REAUTHORIZATION PACKAGE

(Washington D.C)—Congressman Moylan successfully advanced three key amendments during this week’s 34-hour House Foreign Affairs Committee State Department Reauthorization markup, which considered a package of nine bills reauthorizing U.S. diplomatic programs worldwide. These measures, some adopted on a bipartisan basis, strengthen Guam’s role in U.S. foreign policy and provide new tools to safeguard the island and its neighbors from foreign threats.

“These amendments reflect Guam’s unique position at the heart of America’s Indo-Pacific strategy,” said Congressman Moylan. “Our island is directly impacted by cyber threats, foreign interference, and the strength of U.S. partnerships in the Pacific. That is why I made it a priority to ensure Guam’s interests were front and center in this legislation.”

Amendments advanced by Congressman Moylan:

Cyber and Digital Regional Strategy for the Pacific Islands: Makes it U.S. policy to expand secure digital infrastructure across the region and requires a plan to counter China’s “Digital Silk Road” efforts. Guam’s cyber resilience improves when regional networks are hardened against foreign interference.

Strategy to Prevent Foreign Influence on Non-Federal Governments: Directs the State Department to develop protections for state, local, tribal, and territorial governments, including Guam, against cyberattacks, espionage, and coercion by foreign adversaries.

Assessment, Monitoring, and Evaluation: Strengthens taxpayer accountability by requiring the State Department to improve how it tracks and reports the effectiveness of foreign assistance programs. This amendment ensures U.S. resources are delivering results and not being wasted.

“As this package advances through Congress, my office will continue to make certain that Guam’s voice and the Pacific’s priorities remain central to America’s foreign policy,” Moylan added. “Guam has always carried the responsibilities of being America’s frontline in the Pacific,” Moylan added. “With these amendments, we are ensuring our island and our neighbors are better protected, better connected, and never overlooked in U.S. foreign policy.”
