MOYLAN INTRODUCES THE “SECURING GUAM’S SHORES REIMBURSEMENT ACT OF 2023
(Washington, DC). This afternoon, Delegate James Moylan introduced the “Securing Guam’s Shores Reimbursement Act of 2023”. If enacted, Guam would receive reimbursement grants of up to $500,000 per year for any expenditures made through local funding which went towards addressing the issues associated with migrants entering our shores illegally.
“There has been a collective effort of measures being introduced by members of various border states, which would provide certain districts a reimbursement for those expenditures exhausted through their state budgets to address illegal crossings. I felt it would only be appropriate to use this timing to introduce a ‘Guam-version’, so it would give us an increased opportunity of merging our version when the time does arise”, stated Delegate Moylan. “In 2022, Guam routinely experienced the illegal entry of Chinese migrants through our shores, and local resources, such as the work of the Guam Customs and Quarantine Agency were utilized”, added Delegate Moylan. If enacted, the Governor of Guam would submit to the Secretary of Homeland Security an application outlying any local expenditures made to address the influx of migrants entering the island illegally. The measure provides more specifics with how the funds from the grant can be utilized, and such a program would exist for 10 years. “We experienced an influx of migrants who entered through our shores illegally in 2022 and may continue to be doing so. Whether it was due to human or drug trafficking, or something greater, protecting our shores is vital and we will continue to advocate for Guam’s support whenever border measures are being discussed here in the halls of congress”, added Delegate Moylan.
