MOYLAN INTRODUCES LEGISLATION TO ASSIST GUAM’S DISABLED VETERANS TO OBTAIN ADAPTIVE AUTOMOBILES OR OTHER CONVEYANCES.

(Hagåtña, Guam) - Delegate James Moylan filed legislation late Wednesday evening to amend existing federal law pertaining to financial assistance provided to certain disabled veterans to purchase adaptive vehicles or other conveyances. Because such vehicles are not available in Guam, while qualified veterans may still be able to avail the benefit of the program, they would be responsible for fronting the shipping costs, which may amount in the thousands.

Delegate Moylan’s measure places the responsibility of the shipping costs under the Office of Veterans Affairs, and therefore would make it easier for the qualified veteran to receive the adaptive vehicle for their personal usage.

“Our office continues to identify and seek solutions to refine existing statutes which would ensure island residents can benefit from federal programs. The ‘Deliver for Veterans’ Act is one such option, and we will work towards the enactment of the legislation, which would assist many disabled veterans in Guam obtain reliable transportation”, stated Delegate Moylan. “This is just a start in terms of securing additional benefits for our veterans, and more importantly, in seeking equity. We are optimistic in the potential of where this measure is heading, since it does not increase the annual costs appropriated for the federal program”, added Delegate Moylan.

Since the legislation was introduced late Wednesday evening in Washington D.C., a bill number will not be made available until Thursday EST.
