Congressman Moylan Facilitates Critical Discussion on ARPA Funding Changes and Extension Process with USDOE
(Hagatna, Guam) - In a recent Virtual Briefing organized by the office of Congressman Moylan, high-level representatives gathered for a critical discussion with the Acting Assistant Secretary for the Office of Elementary and Secondary Education at the US Department of Education. The briefing focused on essential details regarding changes to ARPA funding, timelines, and the waiver request process.
Among those in attendance were Guam Department of Education Superintendent Dr. Kenneth Swanson, members of the GDOE Board, Speaker Frank Blas Jr., Senator Vince Borja, Senator Chris Duenas, and representatives from BBMR. The briefing was requested by Congressman Moylan to provide a comprehensive overview of the process for requesting an extension, emphasizing the importance of understanding key procedures to effectively support the Guam Department of Education.
During the briefing, the Acting Assistant Secretary reiterated that the payment model for ARPA funding will remain on a reimbursement basis, even in the case of potential extensions, with no options available to alter this structure for GDOE.
"My office and I had requested this briefing to provide a high-level overview of the process for requesting an extension. It is crucial for all stakeholders to have a thorough understanding of the procedures in order to best support and advocate for the Guam Department of Education," stated Congressman Moylan.
The Acting Assistant Secretary announced that decisions regarding extension requests will begin to be communicated from her office in the coming week, although clarification is needed on whether GDOE's specific requests will be included in the initial round of decisions.
In response to GDOE's extension request, the Acting Assistant Secretary clarified that it pertains to an extension of their liquidation date and is not considered as an "appeal." Should the extension request be denied, GDOE will have the opportunity to appeal, with the appeal process to be evaluated directly by the Secretary of the Department of Education.
